Mission

The "Container - Cargo Automated Transfer System" (C-C.A.T.S) is designed to allow for inspection of all cargo containers at departure ports and re-inspection of all cargo containers at arriving ports. Both Primary and Secondary objectives have been identified:
Primary Objectives:
Within five to ten years to have a container cargo handling system operable in all U.S. ports, which will assure 100% inspection of all cargo containers moving in and out of the United States and thus making containers foolproof against concealment of weapons of mass destruction and against illegal drug trafficking.
Secondary Objectives:
The establishment of a container cargo handling system (C-C.A.T.S.), as stated in our primary objective, will eliminate excess and redundant containers moving in world trade and will create enormous benefits for all sectors operating in the worldwide container trades (shippers, container carriers, terminals, truckers, communities (local, state, and federal governments). The benefits of the C-C.A.T.S. system to the above mentioned sectors are as follows;
A. Reduction of container infrastructure inefficiencies
B. Elimination of container movements into the interior of the country
C. Elimination of empty container "mountains" at our ports; the so-called "Container Sprawl"
D. Improved utilization of port facilities and land use
E. Reduction in pollution, transportation infra-structure maintenance, at least 50% reduction of port container operational noise level and an increase in the general quality of life
F. Reduced shipping costs to cargo owners
G. Enhanced control of cargo documentation for Customs compliance
H. Multi sensor inspection of cargo
I. Transparent visibility of all containerized cargoes in and out of ports
J. Re-establishment of robust American Flag merchant ship participation in world-wide shipping.
K. Reduction of container high-jacking and theft
L. To stuff and un-stuff containers by labor trained to stow cargo for ocean transport, reducing cargo damage significantly
